The rule about killing people who bump you with their cars and needing to warn them with /me

The rule needs to be updated into the rules so it can be punishable. If someone hasn't seen the meetung outcome they can't know it's against the rules and can get warned. So technically any warnings about this so far are false. They shouldn't count unless they are given past the date of them being added to the rukes
