You shouldn't need HL2 because most of it's textures come with Garry's Mod. Try uninstalling then installing CSS again, maybe that will work. You can also go into the GMod menu, and in the bottom right is a little controller, press it and you can enable game content, make sure CSS is ticked if you have the game on steam.
