TOPIC: Issue with League of Legends

Riot Games constantly say how they want to reduce toxicity in League of Legends, however they offer no tools to do so. For toxic players who want to improve but just can't, these features seem obvious, but clearly Riot Games doesn't see these.
1. Unbind chat key. This is still not an option in League, and it never has been. Surely, this would be an easy way of reducing toxicity, right? Seems simple enough. Yet, it still hasn't been implemented.
2. Disable/hide chat. You can't disable or hide your chat fully. I'm pretty sure I covered everything in #1.

If these two features were added, then toxicity would be reduced immensely. They have been requested by the community for a long time, yet Riot Games haven't even considered adding them. It would be so easy to code, too.

Well If you can't stop being Toxic on your own you deserve to get banned over and over again til you're permanently banned.
It's your own decision, they're not responsible for your behaviour.

What I'm trying to say is these features could be implemented to help toxic players improve their attitude, because there is currently nothing to aid toxic players in reforming.
