What this is , is that it links your csgo account to your phone you have on steam to help stop cheaters and smurfs because you can only link one phone to one account. it is in beta so they are testing to see if it works. but that's probably on steam. You have to actually link it on CS:GO aswell and it won't allow you to do that.

Also prime matchmaking is not yet activated if you saw the FAQ, they wait till enough players sign up for it, which probably will happen because, why would you not sign up for it?
