well rip you then also fennster that would be abuse because what if that user decides to log in again and he types in macca then his password? it will come up invalid then he wont be able to log in because forums staff changed his name because a user that changed there name decided they wanted a name taken by him

He hasn't logged in for 10 months.

I doubt he'd care if his username got changed.

The owners could send an email to the email he registered with, notifying him about the username change.

Just wait for one of the owners response. I doubt that anything is going to happen like that.
