Only way you can do it is a game gift (which has been in your inventory for at least a month for it to be tradable, or gifting it straight away) or a game key (sketchy)

Valve won't remove the game automagically from your account and place it in your inventory just because you're bored of it.

Game gift for game gift is the safest you could go, and also I wouldn't do any other of the trade possibilities specified above unless You prove you're trusted.
What you can do is refund Payday2 and buy it again and gift it to someone for CS:GO or just buy CS.
