That maybe so, but not a lot of people know about that.
Also, if one person is cyberbullying another, then more would join in just for the fun, it's kind of impossible to block everyone since they can just make another account, abuse you, if blocked, make another, etc.
Bullying in school, that's a different situation, tell the teacher, they'll deal with it. Simple. Whereas online, you're on your own unless you call a friend or a charity that dedicates itself towards bullying.
