If you took out the windows 8.1 and replaced it with w7, I'd say its a fine pc. :P But thats my opinion ofc.
But, 1 thing, why 16gb of ram?

I hope you're planning on Video Editing alot with all that RAM, that's why I've got 16GB of RAM.

Otherwise it's just a waste of money.
