Overwatch is the one that can be false, VAC scans your PC and if they see something they haven't seen before they check if its cheats. I don't know to much about it but if you started the game with altered files and you got reported, it would check if they were cheats. Sometimes they don't scan the pc I think you need reports ingame and to have done it more than once. But VAC isn't false face it you were cheating.
