You give him the rpmoney, after that he gives you VIP. Don't worry, its not allowed to scam with VIP.

1. yes its allowed (rule 1.8 Scamming for it will most likely result in a perma ban (Rule 1.10)
2. Normally you give the person the money in game he goes on ur forum profile and presses gift vip
3. 15-50 mill depending on buyer

50 Mil is a total ripoff.
I bought it for 20mil a while ago from a guy which no longer plays.
In this days VIP cost more than 30m
