You don't play against someone with all champs If you're beginner.
The matchups are kind of fair most of the time, even if you're Level 30 you will get matched with similar players.

Yes, only useable at 30+ , the point when you have enough IP to unlock everything you need.
( Might be useable at 28+ or something already, unsure about that. Recommended is 30 since you can fill every slot with 30)
Still, runes as a concept aren't good. It's been calculated (not sure if it was right,) that you get a 200% starting bonus when fully rune'd compared to not.
And anyway, it may not be pay2win in your eyes, but a game that restricts core content that may benefit your experience between either A) a heavy grind (giving you more incentive for option B,) or
A heavy paywall is not a very enjoyment - orientated game if you catch my drift.
