Make it illegal to leave a pet in a car for any amount of time
I love cats and dogs and when I hear/read about stories where they've been abused (tied to fireworks are among the most sickening ones I've heard of), I want to beat the hell out of the person. I can't even bring myself to read most of the news articles about animal cruelty.
I completely understand the motive for this petition but it (as it is defined in the petition) will never become a law (rightfully so). You can't have a law that says you can't leave a dog in a car
ever. Supermarket entrances would be cluttered with the dogs owners couldn't leave in their car. What if it's -15 outside, would you rather leave a dog in a warm car or tied to a post while you nip into the shop for their favourite Pedigree kibble. What the petition should be seeking is animal cruelty charges for leaving a dog in a car when it's hot and the right to intervene as a bystander, without having to call the police because right now, unless you've read up on the subject or had experience with something like this before, most people are going to assume they'd face criminal charges if they broke into the car. (Thankfully many couldn't care less if it saves the dog/infant).
Under the Animal Welfare Act 2006, only a local authority inspector or constable has the power to enter the premises for the purpose of assisting an animal that is, or is likely to be, suffering.
A car for example, would be classed as a premises and you would have to justify that you had reason to believe the animal was at serious risk which would constitute reasonable action.
I admire the petitioner for their effort and love for man's best friend but as it stands, the demand is completely unrealistic. Though, they have managed to raise awareness of the subject and I bet more people will give the barking dog in a car park another glance now.
