What do you mean by "better" ? If you mean having bigger GPUs with more power then yes, actually I think Nvidia's beats AMD with its 980.
But doesn't mean AMD isn't good quality and I believe most of gamers don't really need a 980. Unless you go for a 980 I'd always advice for AMD as it's cheaper and does what needs to be done. And there's quality.
I agree that AMD has good graphic cards and they're often cheaper.
I'd still go for Nvidia, pay some more and you can run new games in a few years in highest settings.
If he's buying only the cheapest things for his PC, he'll have to upgrade his PC again soon.
He just has to invest some more money once.
