Had mine in about 3 - 5 min.

(Bought through PayPal bank direct.)

Give it a few minutes. Go to your paypal account, login, and make sure the transaction went thru.

Make sure you have only 1 forum account linked to your steam account.
Relogg to the Server.

If nothing helps just wait for a response.
