That's the thing, no body except the staff knows. If there was more clarity and we knew about the consequences of reports we wouldn't have these opinions.
And it's been about half a year since I've been mod.
Thats simply not true. We report when staff have been dismissed from the team on the announcement page or by removing them from the rank list. You don't need to know the exact details, and there is no point in publicly humiliating demoted staff.
I can see where your coming from, but IMO there needs to be a structured warning tier system (not sure if there is one already, but hear me out,) that needs to be public.
Public? Why? Because in my opinion, which is just my opinion, people feel very unsatisfied with the whole "this will be talked about at the meeting," or "we will talk to him about this," line that has been used frequently. A tiered public warning system with clear rules and outlined that all know and all respect will help dissipate some of the obviously untrue rumors of bias in the community.
Now, the whole argument about public warns and humiliation is a downside, but if you think about it, it's also a kind of deterrence to staff. They don't want to be named in public, so they may be less likely to do things. It will also MAYBE serve as a wake up call, helping less experienced mods who have one or two warnings want to make things right.
There may be a tiered system already, as you're said I don't know, but I DO feel it should be publicized.

It's harder than you think
