I knew how to get it on townsend but it was glitched. You need to do a special quest to get it, and there's a part where you need to find fallen Rebecca to end the quest. That is when the quest bugs and Rebecca disappears so you can't finish it to get the car

thought that everyone who reveals it will get it removed/banned. since beans are spilled I remember camping with a friend for 4 hours long trying to wait for rebecca to spawn and then we just see her telling us to go away
