I agree with your suggestion as a guideline for the staff to follow but maybe alter it slightly. I think that the DR staff should speak about it in a meeting. Also Mediafire links always look a little suspicious so I was hesitant to check it out but it was all good

We don't have things like this purely because staff members use their own judgement (which is consistent for the most part.) Things like this simply couldn't be followed as other people have been warned more than others and have different offenses collectively.
