Yes, according to Agentlulz, scanning is a search. Therefore, any police "Random Scanning" are breaking the rule:
•You may not randomly shoot, harass, arrest, or search players without a valid reason.

To be honest I really couldn't figure out a way that police will be able to find evidence, but I know its still possible. How else did they do it before the system. Your correct, (that wasn't my thought process though) and I've edited this part out.

Meaning he will remove the part saying you cannot randomly search, implying you can randomly scan.

He removed the 'search' term from said rule, because of the confusion.

I think that this is a good change. It means that the police can be a little more active in what they do, since most people dwell in "The Bad" categorization of roleplay.
