It depends how you use the word "sniggering" Yes of course you cant just use it out of context. When I was reported for this I said "nafe I can hear you sniggering over there" This simply meant "nafe I can hear you (laughing) over there" IF you are using this word out of context to show the "racist" word within the word should not be allowed!
