Probably your monitors refresh rate, have a look at this guide

edit: is your fps at a stable number or does it fluctuate by 5-10+ fps at a time? If it does try capping it until it feels smooth

Nah man i dont think its my monitor, i got a new monitor and ive played around with the refresh rate and its more like random drops in fps for a second

if u have a AMD FX it could be that your motherboard doesn't support the head and energy and automatically throttle the Ghz down to a value that is to low but u cant see that cuz its rlly fast changing

nah i have msi motherboard, gtx 1060 8gb ddr4 ram ssd + hard drive. i5 6600k and according to userbenchmark test everything works fine buy it doesnt feel fine :c

OC your CPU and what's the RAM speed? 8GB is not enough these days

my cpu is overclocked and yeah I did have 16 gb of ram but i couldn't overclock so im waiting to get money to get the same type of ram.

i would check if you have micron e-die or samsung b-die, they're the best for OCing RAM, e-die is less expensive, also what are your temps on OC? And are you using manual OC in bios?

p.s: try playing games in 720p and see if there are any stutters, if there are CPU is under throttling if not it's probably RAM
