You'll definately need some sort of permission management plugin like PermissionsEx to create groups like admin and user. I'd recommend some sort of land claim plugin aswell so that players can build stuff without it being destroyed, or at least a plugin to claim doors / chests / etc.

Also, some utilities plugins like Essentials, WorldEdit and similar are probably neccesary. They will add usefull stuff like vanish, better admin commands like tempban or general world manipulation assistance.
