I mean, 16 is always going to be better than 8 because, 16 > 8.
But when it comes down to it, it really depends on what you want to do with your PC/how long you want to wait before upgrading again.
Most games right now don't use more than 8, but if you want to make sure you'll have a good experience down the road, go with 16 (which I personally did.)

You don't have to have 16 GB. Your PC and gaming experience will be fine for now (in most games.) But I do recommend getting 16 GB if you can.

If your intended use of your PC is for gaming 16GB will work wonders.

It will give you a lot more breathing room to multi-task in general but also squeeze out better performance in more modern games since you've got more RAM to work with. A lot of older games don't need as much as 8GB but your OS can be a greedy when it wants to be as well as other applications such as Chrome. Honestly, if you can make the upgrade to 16GB, do it. I've been running 16GB since I built my PC years ago and it's never caused me any problems.

You are going to have to go with 16GB considering the fact that the games we play these days (such as GTA, BattleField, etc) require lots and lots of RAM. It depends. If you intend to game 8gb is enough for the next 2-3 years at least. But 16gb will get you settled for the next decade probably. But if you intend to use google chrome then buy 64gb. I have 16 GB ~3000MHz DDR4 RAM and I still find myself in situations where I require more RAM. I'd say 16 GB is a minimum by today's standards. At least if you're playing games and using Google Chrome (some of you will understand), that is. TL:DR: 16 GB 3000MHz, preferably more.
