No, a mod/admin will not punish you for not reporting something. It's only if they find out what the person did. Unless random BS rules have been added, you're allowed to be lazy. I am going to guess this is in reference to Doom bringer however when the user is trying to cover up a community banned member coming on the server and hacking to gain an advantage that is when we have a problem.

Anything to do with covering up CM banned members, ban evaders, exploiting, hackers or trying to cause damage to the server is where you will get in trouble. Hope that answers your question
