They are an animated images. You can add images using the "" bbcode on the forums to your signature. This supports image formats and GIF is an image format that also supports animations. So they animate their image using things like photoshop and after effects and convert it into a GIF. They can upload this GIF to any image host websites such as imgur and from that you can have a direct link that you can use the "[img]" tag to add it to your signature.[img]" bbcode on the forums to your signature. There are a lot of users that make free signatures for you, just look out for the threads where you can request one that you would like, or of course make your own if you are able to.
