It's mostly based on the context, saying the word or calling someone black isn't racist but it can be used in a racist context and that makes them racist, for example when Raeker commented on Skeleton's application "I don't want you to be accepted because you are a black man" is very racist as it states that he doesn't want someone accepted purely because of the skin of their color. Saying something like "What's up black man?" isn't racist because it's not used in a racist way.
