Hi snake9007,
We've just looked into this for you and can see that PayPal was still processing one of your purchases which is why you only received one half of your purchase. We have now manually approved this payment and your Booster Packs have now been applied. As a goodwill gesture we have also added a free Booster Pack to your account as this delay should not have happened.
Any future purchases you make will be delivered instantly. If you are currently in-game you can refresh your purchases under the F4 Menu > Donate tab.
