With ulx you cannot gag by Steam ID but you can use the ULX menu which is what I would say would have been best here. Also having symbols for names aren't allowed if thats what your saying.

During my pieces of training, I always make sure to tell moderators and admins to watch out for names like that so they don't target the wrong person.
