So right now, I see some negatives being
You can crash the server with a big prop in the mines!
and
The Explosives will ruin the map!
I completely agree with these, and to be honest Bloc was only good when we didn't have Thunderguns and things like that.
Here, me and some other individuals will be re-working Bloc42 (since it's probably gonna win the polls), so we can get rid of the negatives that other people, including myself, have about the current map.
Let's begin, shall we?
March 7th, 2016:
I have ripped the mines from Server 1's Downtown map, and put it in place of Bloc's mines.
This takes care of the "Prop in mines crash the server" complaint.
This is gonna be a pain in the butt, and I can see why EMP doesn't want to fix it.
If you would like to offer any help in editing the map, please contact me on STEAM.
Leave any ideas on how me and others tackling this project in the replies below.

Hello again everyone! Me and DEADMONSTOR are currently working on the map, and we've run into some issues about the current mechanics of gameplay and the spawn point of players.
We're wondering if we should keep the spawn where it is, or if we should move it into a new district I have been working on.
I'll give a brief description for both options here.

Positives: The map will be completed faster.
More room for buildings in the new district.
Negatives: Bank Raids will be infinitely harder because Cops spawn 100 feet from the bank.
PD Raids will be harder as well.
NLR will be an issue due to the "Districts" System that we currently have in place.

Some change for once on Bloc?!
Positives: Bank and PD Raids will be easier, due to the cops being farther away.
NLR will not be an issue due to the Spawning Point.
The Old Spawn Building would be opened up to base in.
Negatives: It will take a little bit of extra time for us to make a completely new building for spawn.
Less area for more buildings in the New District.

This is going to be a very stressful one week job, you'll have to re-do the entire map pretty much to fix collateral explosive damage.

Inb4 you guys try and get the map done > final product > EMP looks at it thinks this is complete shit and move's the map file to the Trash
I highly doubt you will ever fix Bloc42 with just Copy and pasting from other maps the Combination will look horrendous, Only way i can see bloc42 working is by possibly making it a complete new server where everyone has to build back up possibly without any explosives but we all know that wont happen, or just make a script to when you goto equip a Explosive it runs a check to see what server your on and making server 2 Blacklisted for Explosives, but that will either not work or Kill the player base, as Explosives are a pretty big source to bringing new players imo.
( i know voted for bloc42 by mistake, Don't think i can change it, I think maybe going back to Evil is the best choice.)
Anyways im going to not post for another month Kappa

I'm fairly sure the entrance to the mines on bloc is already similar if not identical to the one on sever 1s map

We're not just going to slap it together like giving an quad-amputee 3 arms, 1 leg, and 5 eyes.
We're going to try and make it look like Bloc would if the actual map creator decided to make it the way we're going to approach it.
