Story/Situation (What Happened?) - Basically Sorle launched a nuke and was standing outside the base where the nuke was in and at the moment he wasn't wanted and didn't have his weapon out, but since he is the owner of a nuke I thought can arrest him so I did, which apparently isn't allowed and is classed as RDA.
Extra Information - Anything you would find relevant to your warning(s)? The base was a district base so there was no way I could scan the nuke to make him wanted so... And in my opinion I should've gotten a verbal since I genuinely didn't know... He even himself asked other staff if it's allowed or not.

Using common sense that seems valid, not sure about if it counts as a raid or not tho, correct me if I'm wrong

I asked a few others at the time about this, and they all told me it was RDA, but I've been told otherwise now.
