Story - I TRIED PROPSPAM FOR THE FIRST TIME, THAN I'VE GOT TELEPORTED TO AN ADMIN AND THAN I TOLD HIM WHAT HAPPEND. AND THAN HE TOLD ME IM GETTING BANNED FOR PERMANENT.

2: You posted this topic in the wrong area, try the Ban Appeal Section
3: You are typing in all caps and do not spell correctly which gives the impression you are being an obnoxious child that is just trolling for the little attention he can grab.

Wouldn't mind if this guy got banned as his previous appeal was the same type of scene and doesn't give off the feeling that he is legitimate.

Please start using proper sentence structure and your spelling could also be improved if you want to look legitimate and seem sincere when making a ban appeal, not only the fact that you have been shown the proper place to post the appeal before but the fact you are banne for intentional prop spam makes it even worse. You won't be unbanned by the looks of it.
