Story/Situation - What happened? A citizen shot a pistol next to me and thus i shot and killed him plain and simple.

Apparantly i have to make a attempt to arrest someone who is actively shooting OK.

"There should always be an attempt to arrest a suspect unless; the suspect is resisting arrest, engaging in combat or raiding." You did not make an attempt to arrest, when he shot it was a good like 2-3 metres away from you and the suspect didnt resist arrest either.
