I think he means that he was given two punishments, when he only did one thing. He knows the disrespect mute was valid, but the warn too.

Staffs decision is final and I believe that he was given the warn from recent punishment and the mute went along with it. So I'd assume the punishments were valid due to past occurrences as well.
