no ur not getting it, we understand that he should've been initially punished, but upon reflection knowing that he wasn't cheating, why should a cheating punishment stay in place?
the policy doesn't say jack shit about punishments staying in place, use some logic and change the reason of the punishment to something that isn't cheating because that's not what he did - give him a warn for wasting staff time
obviously the policy states that anything that displays cheat menus is valid evidence of cheats, however we know that he wasn't cheating however was able to display something that looked like a cheat menu - was not a functional cheat menu therefore does it actually count for anything?
tl;dr: wasn't cheating, dont warn for cheating, warn for wasting staff time
