TOPIC: Forum Ban Appeal for HiRo

My friend HiRo is sitting next to me in class and he got banned for Necroposting, we both did not even know what that meant so we looked it up and saw that it was when you post a comment on a "dead" post, we feel like he should be unbanned because
1. he didnt know the rules and
2. he never got warned, also, where can we locate the forum rules because we cant find it.
