Reason - i arrested people during a lockdown

Story - i just got unbanned and was playing for a few hours and there was a lockdown so i was arresting people who wouldnt get inside
Extra Information - system told me to read the rules and ive already read the rules a few times and it says i have to follow the mayors orders so i dont understand how i broke any rules.. can someone who doesnt hate me please help or explain this to me.
