What would you like to add?: A rule that its not allowed to arrest gangsters when they are in theirs base... but you can only kill them..
How would it benefit the server/why do you want to add this?: its not RP, that SWAT comes in to a gangsters house and take them to prison when they are shooting, if someone shoot they respond with shooting ...
Would it be exploitable, and if, how could we make it non-exploitable?: idk

Also, I believe your arguments are bullcrap. SWAT is trained in the disarming of armed suspects, with non-lethal weapons and suprise attacks. SWAT is a civil law enforcement order and cannot just kill anyone because they are in a drughouse. SAS does that.

SWAT his RP is perfectly balanced. OOC wise I also think it offers some NLR protection when you arrest them.

Gotta give a -Support because if you can't get arrested in your base how will the police get in if you have printers and such so i don't understand how this would help at all. All i can see coming from this is ALOT of abuse from gangsters running into base and just hiding until the police go away because they can't arrest you.
