How would it benefit the server/why do you want to add this?: I have no idea why roofbases got removed in the first place, there was no problems with them, and this map lacks places to build in anyways
Would it be exploitable, and if, how could we make it non-exploitable?: No

Roofbases were making everyone base in places in which they often removed their way up to, in theory forcing people to propclimb to base up there. The expansion saw this rule change, which had been planned for quite some time. There's plenty of empty rooms on even at 70-80 players, which could easily fit a decent defense system. Ground bases are often allowed by admins (especially at the mining area, etc.).

They were often ugly, caused lag, and people who didn't build them well often ruined it for others.

I think Christopher is right.. they did have a lot of issues. There is a lot of space for people to build, even the sewers and underground railway is open for people to building in. Roofbases reveal too much, making it unappealing to other members.
