A bind for the famous Curtis quote available to police - featuring this soundbyte:

How would it benefit the server/why do you want to add this?
Police would have a (humorous) and useful tool to quickly detain players without risking typing or push to talk.

Would it be exploitable, and if, how could we make it non-exploitable?
Probably because crack is retarded and would spam it.
