TOPIC: SSRP Passive mode for miners

Suggestion Title: Passive mode for miners

How would it benefit the server: No more complaints, harassment of afk miners or having to add 3 pages to rules for miners

Potential Issues/Exploits: Anything that would be exploitable via nightclub

Additional notes: Miners who are mining a rock for more than 60 seconds or so should get a passive mode just like the nightclub. This would not protect you from being wanted, recent combat or having a hit on you just like the nightclub. This would also make things easier for staff when dealing with reports by miners who have been rdmed, it would be clear to see if a wanted/hit was placed. Although this wouldn't protect against proppush it would be a massive help + quality of life for staff and players alike

this is a good idea we should perhaps apply a system like the zarp club (passive mode) but with a small adjustment so that it does not make it abusing either to take advantage of this "benefit" for miners in particular
