TOPIC: Fix F1 handle requests

I've noticed that if people have sent in F1 help requests, and a moderator/admin joins any time after they've sent in the request, they will not appear for the joining mods/admins.

This means that if there is no admin online when people are sending in requests and an admin joins about 5 minutes later or so, admins cannot see the request so they can't deal/finish the request.

This also results in the player that sent in a request can't send in another request because their one can't be completed.

Needs to be in the bugs and exploits section.

We as mods should be able to mark them as handled.

I totally agree, i made a post about this a week ago, it got many +. But Zarp has no coder so many of the suggestions can't go through.

We are stuck at this point we got no coder but a LOT what haves to be changed. We must find a new coder as soon as possible.
