This could be abused so easily - One example would be if someone was hacking and he blocked the entire server from being able to spectate him, technically no one would be able to record him and gather evidence. The same goes for any other rulebreaks (e.g. exploiting, prop abuse, door blocking, etc). Giving staff immunity to this "block" would be a good step in the right direction but that still leaves several vulnerabilities such as the aforementioned one.
IIRC I made a feature somewhere mid-Summer last year which would prevent people from being on different teams and/or spectating others if they were friends on Steam - This was subsequently removed as I was instructed by the rest of the CM team to do so, for reasons that I've forgotten by now.
