I don't think that is the issue, when I used it, I was in the residential construction zone inside of the small room right up against the back wall, I shot my rocket and it was fine, but when Oxy did it the rocket exploded striaght away.
Also if you look carefully, you can see the smoke around where the rocket exploded, along with his body being pushed towards the back wall
