According to when you select the booster pack option on the forums, it is a mix of both claimed and unclaimed, so clarification is needed

Hi Darling,
We can only transfer Booster Packs when they have not already been claimed in-game, sorry about that! You can however gift them Booster Packs directly to their account from their profile: zarpgaming.com/index.php/forum/profile/15087-spectrum
