Why would pug life's appeal get accepted 6 years 5 months ago #1037121

The guy just came off a permanent ban and promised to not break anymore rules, he then proceeded to get 3 valid punishments as well as the RDM punishment (Which is the ban itself).
Someone mind explaining the logic behind his ban being shortened and not extended to permanent again? As it has been stated numerous times that if he continues it will be a permanent ban again let alone the fact that in his appeal he promised to not break anymore rules.
