First Question : What is The "Citizen Hack" And What Does it Do ? (i'm Not looking For using it Dont worry xD)

Citizen Hack is a injector and "hacking" software you can buy for Garry's Mod and Team Fortress 2. It includes aimbot, auto bhopping and other things. But, if you use it on Zarp you do risk getting permanently banned, and it's quite easy to tell when someone is using it.

Gametracker tracks your time playing any server on Gmod and other games. It's useful to see players time played on a server when applying for staff. You can find your Gametracker for Server 1 here, Server 2 here and Server 3 here if you just type in your name.
