TOPIC: Lead team applications change.

As of today Lead team applications will be open permanently.
The team believes that the current restriction of when people can apply
results into people rushing their applications and apply when they are maybe not ready at all.
Opening these applications permanently allows any applicant to apply whenever they feel ready for the position.

This goes for both Super admin applications and Head admin applications over all servers.
