Suggestions that go beyond pointshop or server-specific stuff like balance changes, new items and stuff like that can't really be talked about in the community council meeting. Changes to policies can only be brought up and voted on by members of the Community Team so it doesn't make much sense to bring them up in the community council meetings.

Staff issues get dealt with by the appropriate lead team, as they have the ability to address them properly and take action if needed; Policy changes get dealt with by the Community Team, as they are responsible for community-wide guidelines and are the only ones that can properly implement them; Suggestions for specific services get dealt with by the people responsible for the service (either the Server Owner(s) or the Community Team), as they have the ability to implement them.
The Community Council works closely with all of the teams mentioned above to bring up suggestions and potential issues. They are meant to be a bridge between the community and the "higher ups". While they don't have any additional powers such as the ability to accept suggestions on their own or take action against a staff member, they regularly get to voice their opinions and discuss suggestions and issues in the weekly Community Council meetings with members of the Community Team and the Server Owner(s).
Given the amount of specific knowledge you need to talk about in-depth suggestions for specific servers like TTT it's not really possible to discuss those suggestions in the Community Council meetings when there aren't many members that have that knowledge. Our Community Council primarily consists of SSRP players at the moment which is why you see a lot of SSRP related suggestions in the outcomes. The suggestions that can't be talked about in the Community Council meetings get handled directly by the responsible Server Owner / member(s) of the Community Team.
