OR make it so you invite your gang and allies to the zone capture, and everyone that accepts can not use suits. would work better than not having anything in place

it seems like a very bad idea to have an area designated 'no suits' allow for the use of suits. It sounds like it's just asking for more problems, and more problems means more punishments, and more punishments mean more appeals and more overall trouble. It's already caused issues and will continue to cause issues. It will be better for everybody to have the zone capture rules apply to the zone, which seems to make perfect sense conceptually. If you want it purely to be the 'assailant' that has the handicap, then make it clearer in the message. It isn't very clear at the moment at all what's going on with the whole thing.
