There is no such thing as unbiased person. Everything including the information we take in is affected by our previous life experiences and schemes surrounding the topic etc. It doesn't look good to admit that you are biased but you are and so am I and so is everyone else. That being said you did the right thing when you denied the appeal as it was obvious he has no intention to actually stop rule breaking and just wanted to get back to disturbing the peace
