I'd like to point out that I don't think anything would have changed if you didn't have any punishments. I can't speak for others but if you are going to apply for staff within a single week of joining the server then I'd like to see really good activity. I applied within a single week and got 900 minutes - you didn't even get half of that.

In other words, apply next week and you've got a really good chance at getting it.
